I would imagine it means that BGP packets have
	a higher TOS value, this is a guess, though
	that it uses Nagle's congestion control algorithm, 
	and that it uses MD5 on the TCP packets.

Precedence and nagle seem to be defaults.... Interesting question though.  
I didn't see a knob to alter those.
