[isp-bgp] show ip bgp neighbor

Hi,
On Cisco: show IP bgp neighbor command has the FLAGS  field. What does this
IP precedence of BGP packets  exactly mean? 
And what would the following output mean: 
  Flags: higher precedence, nagle, md5
