Set communities based on if the network is customer/peer. At egress points, you may block peer/upstream routes from being sent. Note that this does not prevent someone from sending traffic to your peers/upstreams if the routes are in the table. For this, people usually put peers on separate routers (or use VRFs). ACLs are not really suitable for this task.
