Actually, this has more to do with MED-based temporal route selection than different peers (paths) in the same AS. Used to be that IOS by default preferred the "oldest" route rather than the lower MED value in order to try and add some semblance of stability to path advertisement. The problem is, this opens the door for non-deterministic path selection and can result in forwarding loops - hence the addition of the "bgp deterministic- med" parameter (note: several other implementations select paths deterministically by default).
