It takes netflow data from your router(s) and lets you see where traffic is going/coming from. http://www.caida.org/tools/measurement/cflowd/ But you may be able to get things balanced with a few educated guesses and some "show ip bgp" just to verify which provider is currently prefered. Also, you probably want to use "bgp bestpath compare-routerid". That used to be the default, but then cisco changed it to 'oldest route wins'.
