I've used cflowd.  It's not terribly userfriendly...or at least wasn't a
few years ago when I last used it.  It takes netflow data from your
router(s) and lets you see where traffic is going/coming from.

But you may be able to get things balanced with a few educated guesses and
some "show ip bgp" just to verify which provider is currently prefered.

Also, you probably want to use "bgp bestpath compare-routerid".  That
used to be the default, but then cisco changed it to 'oldest route wins'.
The newer behaviour really throws a wrench into your balancing act any
time either provider's BGP session restarts.
