What I've done in situations like this is use an incoming route-map to selectively match and do prepending on certain AS paths. i.e. say you have connections to ISPa and ISPb. You notice that ISPa is getting most of your outbound traffic. Take a look at that traffic and pick a few larger networks going out ISPa (maybe AOL, AT&T, etc.) and do a prepend on their as paths. That should encourage outgoing traffic to those networks to use ISPb.
