You don't indicate where 60/23 is located in your topology, and you 
don't indicate who has administrative control of both routers.  If an 
ISP has control of one router, you'll need to find out what they're 
willing to do for you.

Assuming 60/23 is connected to R1, you could achieve your goals as follows:

1)	On R1, configure policy routing to control the outbound traffic in 
the manner you desire.
2)	Establish separate BGP sessions over the two links.  Announce 60/23 
over L1, and announce your other blocks over L2.

In the grand scheme of things, I don't think BGP is the be-all end-all 
that you're looking for in this scenario.
