To restate what you're asking, you want to exercise (e.g. max it out) your
link. Two areas you'll need to test is between you and your ISP, then your
ISP's uplinks to other providers. If you want to test your actual link to
your ISP, try talking to them to find out if they will put up an FTP server
with a large file for you to test with. This will alow you to exercise the
link without having to concern yourself with all the things up above the
ISP.
If you want to test up above your ISP, unless they're single homed, you'll
only be able to test a single path at a time, and will have no control as
to which path is used. Seems better to try to understand as much as you can
about their uplinks, and just test your own path.
If I'm wrong on that, anyone, please let me know!

[isp-bgp] Solid Bandwidth
Please respond to Performance Testing
isp-bgp
Hello,
We just recently turned up a 9 Mbps Fractional DS3 in one of our offices
and would like to get some solid results on the throughput we are getting
through this connection. We have tried many different consumer sites out
there like dslreports.com, bandwidthplace.com, and speed-test.net. But we
would like a more business grade or solid performance testing solution.
I'm sure there are others on this list that are using something more
business
grade and I would like to know what's out there.
Any info would be greatly appreciated.
Thanks in advance,
Anthony
