Not likely but if you really ask them they will give separate ip blocks
provided you can show they that would be use on two distinct separately
managed locations and that you can not connect these two locations in the
near future. Do note though at that each location would have to qualify
for /20 all by itself and not as /19 for entire organization.
Now that said, I see above as good alternative IF you expect each location
to grow and need more ip space and possibly at different rate. Otherwise
you can just take /19 and separate it into two different /20s swipping it
to subunits of the same organization at different location. But if the
need for ip space would increase at each location then there is a possiblity
that each /20 could be increased to /19 and be advertised as such. This is
because ARIN often reserves block about equal to allocation for future
growth (i.e. if you get /20, actually they would reserve /20 following it
for you and if you ask for ips within about first 12 months, you'll get
that /20 and be able to announced all as /19).
