The scenario:
We currently have two connections to one of our providers, each attaches from a different box in our network to a different box in their network; and each maintains a BGP peering between the two networks, supplying the same routing information as each other. (We then have an iBGP session between our two boxes to share the information... not really part of this question, though, just some background).
 
The reason: 
We are using BGP in this instance because of two reasons: provider preference; and enabling less complicated connectivity to other providers.
 
The effects:
Even though we have two connections from our ASN to the provider in question, if one of the links "flaps", this results in dampening occurring on upstream connections from this provider.
 
The question:
Are there any configuration parameters that can be adjusted, either on our side or the provider's, which will prevent such dampening occurring as long as we have one stable and active connection/peering between the two networks? This is not a very frequent issue, occurring only twice in the last couple of years, but it is one that does present some problems when it happens.
 
The pleading:
Would greatly appreciate any advice/suggestions/pointers regarding this matter.
