You have to be able to connect to a site before you can download from it.  
Have things like C&W depeering PSI already been forgotten?  Two default 
routes will work most of the time, but you can do better...and you already 
have the necessary hardware.

That 7206vxr NPE300 should be able to do 6 transit T1s and 2 BGP sessions 
without breaking a sweat.  If you haven't already, turn on CEF.  You'll 
get occasional CPU spikes from BGP, but that's normal.
