[isp-bgp] BGP flap dampening considered harmful

Switching back to BGP here:

Those people with rather aggressively flap dampen policies my want to ease
up for the next couple days.  With so many providers/multi-homed
organizations changing routes to reload/update systems there going to be
some flapping going on.
