What do you mean couldn't handle the packet load? I have a client using a bunch of Imagestream routers, which are basically customized linux boxes on industrial grade PC hardware. One takes 6 transit T1s and full routes from 2 providers. It's a Celeron 700mhz, with 256mb RAM. Gated uses about 64mb RAM.
