When the BGP link R1-R3 goes down, what route to R3 is left in your routing table? Prhaps the easiest solution is probably to just run two seperate sessions (on separate customer IP's) keeping both sessions up but using a route-map to change the LocalPref and weigthing on the back-up link, so it is not used until the primary goes down. Do you exchange a full BGP feed with the customer or just specific ASN's..? When you provide a full BGP table I realiser this solution might be a bit costly in terms of router memory on the customer's router. This would however also reduce the route-flap that occurs when the primary goes down interfering with your traffic until a new multi-hop session is rebuilt and has updated all it's routes again.
