Active = DOWN (great Cisco naming convention for you).
It's not really sure you can blame Cisco for this. I see references to
Active going back to BGP-1, in RFC-1105. Sure Cisco people were involved in
all of the BGP RFCs, but cut them a bit of slack. They get enough
(deserved) grief for auto-negotiate.
Oh, and I think it's ACTIVE, as in actively looking for its peer.
