Scott (and all)- it is a charge added by our carrier to offset their
increased costs due to FCC changes (une-p). I cannot do it justice in the
way of an explanation, but we are advised on the web to extend the term of
our contracts to lower our circuit costs, therefore lowering the % collected
for Access Recovery.

Oh well, since it's fact not opinion just go to the XO website and do a
search for Access Recovery.  It's an interesting read. We buy a lot of
private line access all over the country and the sum adds up pretty quickly.
Great pricing on loops and hubs, backhaul, etc..., but they take a bit back
with this charge.
