The two major players in southern Ontario have done this. Now it works here because they own the network. But you should be able to model something similar down there. Now as the other Hans says, eventually the poor business plan will inherit the earth. The profitable will survive. In the current climate of restricted credit and volatile stock market, owners, lenders and/or shareholders will insist on positive cash flow. Loss leaders are exactly that, loss leaders, not a permanent pricing policy.
