It isn't so much greed, as the metrics that Wall Street uses that quarter to measure the stock value. It used to be access lines, then minutes, then access lines, then DSL, now video, oh, wait, DSL, winbacks. Every metric except one: customer satisfaction. Not to throw a pineapple or anything, Scott, but building a network for 300 users is WAY different than building it for 3M. Even at 3000 users, it isn't the same as 3M. 10% of an Indie ISP's users is maybe 100 using up big bandwidth. 10% of 3M is 300K. Likely not all in the same geo. So the upgrade would be extensive. A simple upgrade when you have one router is different than when you have hundreds plus other gear. I'm not defending any of this, but it isn't as simple as you think. Once Network Architects get involved it becomes a convoluted, complex mess (or mesh). At the end of the day, the FTC should have stepped in and fined both VZW and Comcast for violations of Truth in Advertising.
