Internet's internet the only difference here is features.  A 16 meg Pipe 
from Comcast though delivers the same 16 megs as a dsl 2+ loop from another 
carrier.  Granted I may have a different SLA, certainly the extra options 
you mentioned and more delivery technologies but IP is IP whether it's 
handed to me at a data center or over a Coax.
