It isn't just Comcast doing it.

VZ FIOS doesn't give you all of the bandwidth you buy.

Wireless networks can't provide unlimited either.

But, hey, it's Pareto's Principle: 80/20 baby! 80/20.  I would just fire 
the 20% myself.
