Is that per user or per 1,000 users? ;)

FWIW I sold my dialup subscribers in late 2001 for a maximum of $100 each
($40 per month or part thereof that they stayed at the new ISP). A large
number of them left in disgust at the customer service, the ISP repeatedly
ignored requests to pay me, and eventually he skipped town and let the ISP
die. Mmmm... definitely not the best way for me to gracefully wind down my
5 year old ISP.

Do not ever do any business with Dean Brandt.

Cheers.
